EIPCI - Evaluation of the impact of Projects of Common Interest implementation. Study for European Commission Directorate-General for Energy
01/01/2016 - 31/10/2016
The core objective of the project is to assess the PCIs’ contribution to the EU policy objectives and their impact on the energy supply chain, and in particular to:
Assess the impact of the PCIs on the whole energy supply chain over the short-term (2016-17) and the mid-term (2020 and 2030);
Evaluate the extent to which the PCIs will contribute to meeting the targets of electricity interconnectivity and diversification of gas supply over the short-term (2016-17) and the mid-term (2020 and2030);
Estimate the costs of delayed implementation of the PCIs and insufficient interconnection of networks up to 2030.
The project focuses on the Member States that have not met their targets for electricity interconnectivity and diversification of gas supply. The impact of PCIs was assessed on a short-term (mid-2016) and mid-term (2020/2030) horizon.
The specific results to be achieved with this project include:
Development of an assessment framework for evaluating the PCIs’ impact on the electricity and gas markets of the examined MSs;
Evaluation of the PCIs’ impact on the supply chain of the examined MSs;
Evaluation of the PCIs’ contribution in achieving the policy objective targets for interconnectivity and diversification;
Assessment of the economic costs resulting from potential delays in the implementation of PCIs;
Conclusions on the overall impact of PCIs to each of the examined MSs.
